Ask whether the tire carries the three-peak mountain snowflake symbol stamped into the sidewall, not just an M+S marking. That is what Quebec law recognizes between December 1 and March 15, and what BC requires on designated highways. Ask the shop to show you the symbol on the actual tire before it goes on.
